Ku & Associates is the construct of Dennis Ku, P.E. and Cimagaroon Howell, who have a successful work history together.
After assisting the State of Texas with the implementation of the Housing and Urban Development’s (HUD) Community Development Block Grant – Disaster Recovery (CDBG–DR) programs for Hurricanes Ike, Dolly, and the 2011 Bastrop Wildfires, Ku and Howell partnered to offer their unmatched pool of industry and regional knowledge to communities across the United States.
Ku & Associates provides a staff of five core professional engineers, scientists, and grant administration experts with access to a pool of 20+ qualified disaster recovery professionals as part of their teaming business partners.
Dennis Ku, P.E. Principal
Mr. Ku has over 25 years of experience in a wide range of civil and land-development engineering work including site, subdivision, and utilities construction projects. His experience includes the planning, design, and construction oversight for municipal and private water distribution and sewer facilities, drainage, water quality, and detention facilities. He has extensive project management experience, and experience as a program manager overseeing the planning, design, and delivery of more than 1,500 infrastructure projects. Mr. Ku also has substantial knowledge of Federal and State funding program rules and regulations.
Mr. Ku served as the Program Manager for the State of Texas Housing and Urban Development (HUD) Community Development Block Grant – Disaster Recovery (CDBG – DR) program for Hurricane Ike, Dolly, and the Wildfire grants. This represented the largest infrastructure project in Texas history and Dennis was responsible for overseeing the successful design and delivery of approximately $1.5 Billion of infrastructure projects in compliance with all HUD CDBG, State, and Federal regulatory requirements.
CIMAGAROON HOWELL, PRINCIPAL
Cim Howell is a project management professional skilled in managing and implementing large-scale infrastructure projects as part of a multibillion-dollar disaster recovery program. He is an expert in navigating environmental, political, staffing, and design complexities to ensure projects are completed on time and within budget. Cimagaroon is uniquely skilled at designing and developing enterprise solutions to streamline program implementation and reduce administrative expenditures. He has also managed or developed the Texas Department of Transportation (TxDOT), Federal Highway Administration (FHWA), Housing and Urban Development (HUD), Environmental Protection Agency (EPA), and the United States Army Corps of Engineers National Environmental Policy Act (NEPA) planning and environmental documentation.
Mr. Howell served as the PMC Deputy Program Manager responsible for project management and construction oversight of infrastructure projects for the Texas GLO CDR Ike/Dolly Program. He provided guidance and direction for approximately 2,500 projects in Texas for the $1.4 billion in HUD CDBG-DR funding that was allocated for infrastructure in response to damages associated with Hurricane Ike and Dolly. Cim Howell oversaw agency coordination, environmental compliance, engineering design, construction, and grant closeout. He performed extensive state and federal agency coordination, stakeholder engagement, comprehensive review, and preparation of environmental review documentation in accordance with HUD’s National Environmental Policy Act (NEPA) process.
Through collaboration with the University of Central Florida and the Puerto Rico Department of Housing Grant Management Implementation team, Mr. Howell was instrumental in developing a novel methodology to measure risk in Puerto Rico. Mr. Howell utilized this methodology to co-author the Risk Assessments and Risk Based Needs assessment as part of the Puerto Rico CDBG-MIT Action Plan. This methodology was subsequently published in scientific journals, utilized in other states, and mirrored in the analysis performed by other federal entities.
